He's taken it upon himself to protect the kingdom while Princess Bubblegum is away. When Finn and Jake arrive, they have to go through an "Interrogation Time" with him. It’s a good cop/bad cop situation, but the best way to get through it is to be friendly and reassuring. You need to convince him that you're not pirates and that you're actually there to help. If you pick the right dialogue options, he'll eventually calm down. He admits he got a bit carried away and expresses worry about Princess Bubblegum. He then realizes you might be able to help, lifts the lockdown, and tells you that Princess Bubblegum was last seen with Marceline at the back of the castle. So, this temporarily self-appointed Head of Security, Colonel Candy Corn, acts as a funny obstacle that you need to charm to get the information you need.
