This conversation sets up the mission's next major objective: to investigate this new threat. To assist, the player meets Conway, an Outbounder who introduces the vehicle system in Borderlands 4 by having the player scan a Digirunner. The mission then transitions into a multi-stage objective where the player must locate and collect several parts of a bolt scanner from an enemy encampment. Once assembled, the focus shifts to finding the Spymaster, Horace. The path to Horace is filled with more of the Timekeeper's forces, and players can choose to engage them or attempt to bypass them. Upon reaching Horace, a boss fight ensues, after which the player scans the Spymaster's bolt to complete the primary objective. Throughout "Down and Outbound," players also have the option to complete a side objective: recovering four pieces of Order contraband, hidden in various locations within the mission areas, rewarding players with extra experience. In essence, "Down and Outbound" encapsulates the Borderlands 4 experience, seamlessly blending core combat, narrative progression, the introduction of new characters and factions, and optional exploration-based objectives. It effectively advances the central plot of building a resistance against the Timekeeper while simultaneously tutorializing important gameplay mechanics like elemental combat and vehicle usage.
